"The emblem of ISLANDS REGION is the LIGHTNING SNAKE, a leading character in one of the most important legends of the NOOTKA peoples. The Nootka call him HAL-ETLIK which they pronounce as we say 'hite-lick'.

The NOOTKA peoples live only along the rugged west coast of Vancouver Island. They are hardy people, who hunt in the steep hills of that rough area, and fish in the open waters of the Pacific Ocean. In the Nootka lore the most prominent legends involve Thunder Bird, whom they call TOOTOOCH, and the Killer Whale, called SKANA. And with TOOTOOCH they usually associate HAI-ETLIK, the Lightning Snake, who is his close friend and his messenger.

HAI-ETLIK is shown in our regional badge as having a body of Scout Green, and a face of Sea Scout Blue. His markings are the Nootka symbol for lightning in Rover Red. He is shown flying through a warm sky of Wolf Cub Yellow, over waves of the Pacific Ocean in Venturer Blue. The black and white stand for day and night, showing that HAI-ETLIK is ready to be of service as our messenger at all hours.
